Circulars of various states' police regarding arrest under IPC 498a

 Hyderabad/Cyberabad Police have found novel ways to by pass Commissioner of police circular, read more. Its only a matter of time before other states and cities follow suite.  Police will lose their source of earnings through corruption otherwise.

How hyderabad/cyberabad police has evolved new methods to arrest people in 498a cases bypassing the commissioners order permission?

In various states, the police has issued circulars which make it difficult to arrest arbitrarily under IPC 498a simply on basis of filed FIR. The circulars basically say that investigation has to be done, and permission of higher authority in police like DCP is required before any arrest under 498a is done.
