India’s ruling Congress party has decided to reserve 33% of its offices for women across the party.

President Sonia Gandhi, who had proposed the plan after her re-election as party chief for a fourth term in September, on Tuesday directed all state units to ensure that one-third of its office bearers are women.
The message is obvious: the party wants to increase participation of women in active politics.

Ms. Gandhi has created a record of serving the longest tenure as party chief after she took the reins in April 1998.

The United Progressive Alliance, which runs India and is led by Congress, was instrumental in getting a landmark law passed in March in the upper house of Parliament that would reserve one-third of national and state legislative seats for women.

However, attempts to pass it in the lower house have been foiled by some government allies who want the quota applied only to Muslim and other minority women. With resistance from opposition parties and some allies, the future of the bill now seems in limbo.

India’s national political scene has showcased women in powerful positions from Prime Minister Indira Gandhi to the country’s current president, Pratibha Devisingh Patil.

The parliament also elected its first woman speaker, Meira Kumar, after a sweeping victory for the Congress party in 2009 general elections. The leaders of the country’s three other leading parties are also women – Bahujan Samajwadi Party president Mayawati Kumari in Uttar Pradesh; All India Anna Dravida Munnetra Kazhagam leader J. Jayalalithaa in Tamil Nadu; and Trinamool Congress chief Mamata Banerjee in West Bengal.

“The role of women in politics is crucial for all-round development, and the Congress party realizes this,” Prabha Thakur, the All India Mahila (Women) Congress president told India Real Time Wednesday.
“The party’s state bodies are in search of the right women candidates,” she said.

Another official, who did not want to be named, said the decision to reserve one-third of offices for women in the party has upset some existing members “as they could not be re-elected to their posts.”
Political experts call it a smart move on Ms. Gandhi’s part.

“If the Congress party is endowed with women workers, they can stake their claim in state legislatures and parliament, irrespective of reservation” or quotas, says professor Chintamani Mahapatra at Delhi’s Jawaharlal Nehru University.

“This will also have a demonstration effect on other political parties who would follow in the footsteps of the Congress party,” he adds.
